What Is an Environment Control Officer (ECO)?
Understanding the Role of a Environment Control Officer (ECO)
An Environment Control Officer (ECO) is a designated professional responsible for ensuring that construction activities comply with environmental requirements under the Environmental Protection and Management Act and NEA’s Code of Practice. ECOs help minimise environmental impact by implementing mitigation measures and monitoring site conditions throughout project delivery.
In summary, ECO’s duties include the following:
- Monitor environmental control measures
- Ensure compliance with NEA regulations
- Report environmental incidents and corrective actions
- Coordinate with authorities on audits and inspections.
Regulatory Requirements
When Is an ECO Required?
Under NEA regulations and the Environmental Public Health (ECO) Scheme:
- Construction sites with a contract sum above $10 million must appoint an ECO.
- If the contract sum is above $10M but not exceeding $50M, a part-time ECO (minimum 15 hrs/week) is required.
- Sites with a contract sum above $50M must engage a full-time ECO (minimum 40 hrs/week).
It is an offence under the Environmental Public Health Act to operate without a valid ECO where required.
